On the morning of April 17, 2026 (Friday), the State Council Information Office held a series of themed press conferences on “Starting the 15th Five Year Plan”. Wang Changlin, Deputy Director of the National Development and Reform Commission, and Chen Lei, Director of the Development Strategy and Planning Department, introduced the relevant situation of promoting high-quality economic and social development during the 15th Five Year Plan period and answered questions from reporters.
To implement the ten-year doubling action for non fossil energy, compared with the traditional energy system, the new energy system is based on non fossil energy as the main supply, fossil energy as the bottom line guarantee, new power system as the key support, green, smart and energy-saving as the energy consumption orientation, clean, low-carbon, safe and efficient energy system. It is the only way for us to achieve the green and low-carbon transformation of energy, and also a strategic choice to ensure energy security and win the initiative of the great power game.
By the end of the 14th Five Year Plan, we have initially established the basic framework of a new energy system, with a total energy production exceeding 5 billion tons of standard coal and an annual electricity consumption exceeding 10 trillion kilowatt hours. We have built the world’s largest clean and low-carbon energy system, with non fossil energy consumption accounting for 21.7%, providing “sufficient quantity, good quality, and stable price” energy support for socialist modernization construction.
During the 15th Five Year Plan period, we will follow the decisions and arrangements of the Party Central Committee and the State Council, coordinate development and security, coordinate support for economic and social development, and achieve the goal of peaking carbon emissions, and accelerate the construction of a new energy system. From the following five aspects:
One is to accelerate the high-quality development of non fossil energy. Coordinate the development of centralized and distributed clean energy, and promote the high-quality construction of major projects such as Yaxia Hydropower and the “Shagehuang” new energy base. Coordinate the development and consumption of new energy, optimize the layout of regulating resources, enhance the ability of the power grid to accept, allocate, and regulate new energy, make every effort to increase the scale of non fossil energy electricity production and consumption, and actively promote the utilization of non fossil energy and non electricity. Through the above efforts, it is expected that the scale of non fossil energy supply will significantly increase by 2030 compared to 2025, and double by 2035 compared to 2025.
The second is to promote the safe, reliable, and orderly substitution of fossil fuels. Expand domestic energy production, build capacity for energy reserves such as oil and natural gas, and continuously strengthen the foundation of traditional energy supply. Continuously promote the substitution of electricity in key areas such as transportation, industry, and construction, accelerate the promotion and application of new energy heavy-duty trucks, and drive the peak consumption of oil and coal.
Thirdly, we will vigorously promote energy technology innovation. Promote the iteration and updating of new energy generation technologies, accelerate the research and application of new generation coal-fired power, flexible DC transmission in the power grid, and other technologies. Carry out major technological research and development projects such as long-term energy storage, green electricity for hydrogen production, ammonia and alcohol production, and controllable nuclear fusion, and promote the deep integration of energy technology innovation and industrial innovation.
Fourthly, we will continue to deepen the reform of the energy system and mechanism. Establish a sound mechanism to promote green energy consumption. Optimize the investment mechanism for energy projects and guide all types of ownership enterprises, especially private enterprises, to participate in major project construction. Make good use of policies such as new energy entering the market and direct connection of green electricity. The fifth is to steadily expand high-level international cooperation in energy. Actively participate in global climate governance, promote international mutual recognition of standards such as green certificates and green electricity, and encourage enterprises to engage in international energy cooperation. Continuously promote the diversification of energy imports.
