The National Energy Administration has issued a batch of key industry standards

Recently, the WeChat official account of “Photovoltaic Information” (PV-info) learned that the National Energy Administration has recently issued Announcement No. 5 of 2025, which focuses on promoting the development of new technologies, emerging industries, and innovative business models, while standardizing the planning, construction, operation, and management of energy projects. A batch of key industry standards has been released in a concentrated manner.

I. Advancing the Development of New Energy Technologies, Emerging Industries, and Innovative Business Models

(1) Series of Standards for Green Electricity Trading Based on Power Blockchain
The following four standards—”Power Blockchain Green Electricity Trading – Part 1: General Requirements,” “Part 2: Process Requirements,” “Part 3: Functional Requirements,” and “Part 4: Interface Requirements”—are applicable to the business design, construction, and application of green power trading platforms based on power blockchain technology. These standards provide guidance for power trading institutions to utilize blockchain technology in conducting green power trading. They specify the business processes and technical requirements for blockchain-supported green power trading, the reference architecture and functional specifications of the blockchain platform, as well as the data interface invocation procedures, technical requirements, and interface specifications for information exchange between the blockchain platform and the green power trading system.
The release and implementation of these standards will serve as an important reference for building a secure, efficient, and convenient green power trading system. They will help lay a solid foundation for the large-scale development of the green power market, promote collaboration among enterprises across the green power industrial chain, and facilitate the green and low-carbon transformation of China’s energy structure.

(2) Series of Standards for Intelligentization of Underground Coal Mines
The three standards—”Design Specifications for Intelligent Underground Coal Mines – Part 1,” “Installation Requirements for Intelligent Underground Coal Mines – Part 2,” and “Acceptance Specifications for Intelligent Underground Coal Mines – Part 3″—apply to the intelligent design, installation, and acceptance of newly built, renovated, or expanded underground coal mines in the coal industry. They establish general requirements for intelligent design, installation, and acceptance, including infrastructure, production systems, safety monitoring systems, and integrated control platforms.
The implementation of these standards will provide comprehensive and systematic guidance for the intelligent construction of underground coal mines, helping to standardize intelligent development and ensure the stable and reliable operation of intelligent systems.

(3) Technical Specification for Intelligent Safety Production Control Systems in Thermal Power Plants
This standard applies to the design, implementation, and acceptance of intelligent safety production control systems in thermal power plants. It specifies technical requirements regarding system architecture, configuration, intelligent applications, testing and acceptance procedures, and documentation.
The standard will guide thermal power plants in designing, implementing, and evaluating intelligent safety production systems, thereby enhancing the level of safety management through intelligent technologies.

(4) Regulations for the Preparation of Feasibility Study Reports for Hydrogen Production Projects Using Renewable Energy
This standard applies to feasibility study reports for hydrogen production projects that primarily use wind and photovoltaic power for water electrolysis. It outlines the principles, scope of work, and required depth for preparing such reports.
The implementation of this standard will effectively guide and regulate the preparation of feasibility studies for integrated projects involving wind and solar power generation, hydrogen production, and hydrogen storage. It will enhance the economic viability of power-to-hydrogen projects, support their practical implementation, and contribute to the high-quality development and technological advancement of China’s renewable energy-based hydrogen industry.

(5) Technical Specification for Green Power Consumption Evaluation
This standard applies to the evaluation of green power consumption for organizations, products, events, and individuals. It defines evaluation principles, basic requirements, procedures, reporting standards, result utilization, and data management practices.
Its release and implementation will help standardize green power consumption evaluation activities in China, align with national green certificate policies, support the establishment of a green power consumption certification system, and promote green energy consumption based on verified green certificates.

(6) Operating Regulations for Submarine Power Cables
This standard applies to AC submarine power cables rated at 10 kV and above. It specifies technical requirements for operation and maintenance, project acceptance, inspection and patrol, safety protection, live-line detection, condition monitoring, channel and auxiliary facility management, and equipment maintenance.
The standard standardizes operational and maintenance practices for submarine cable bodies, channels, and associated facilities, enhances the reliability of submarine cable lines, and improves the applicability of advanced technologies such as live-line detection and condition monitoring. It plays a significant role in advancing the application of new productive technologies in the energy sector.

II. Standardizing the Planning, Construction, Operation, and Management of Energy Projects

(1) Technical Guidelines for Medium Voltage Distribution Network Upgrades
This standard applies to renovation projects for 10 kV public AC distribution networks, with reference value for 6 kV and 20 kV systems. It specifies technical requirements for upgrading overhead lines, cable lines, switch stations, ring network rooms (boxes), distribution substations, user connections, distributed generation sources, energy storage systems, electric vehicle charging and battery swapping facilities, and secondary systems.
The implementation of this standard will effectively guide distribution networks in enhancing their capacity to integrate new types of generation and load resources, improve safe and economical operations, promote voltage quality improvement, energy conservation, and carbon reduction, and better support the large-scale grid integration of distributed photovoltaic systems.

(2) Technical Specification for Electric Vehicle Load Aggregation Systems
This standard applies to the design, development, construction, commissioning, and operation of load aggregation systems for electric vehicles. It specifies system architecture, functional requirements, performance criteria, and safety-related technical provisions.
The standard provides a technical basis for enabling charging infrastructure (including charging clusters) to achieve load aggregation, power regulation, and participation in grid auxiliary services.

(3) Basic Requirements for Planning and Compilation of Intelligent Coal Mine Construction
This standard applies to the planning and revision of intelligent construction in underground coal mines, open-pit mines, and coal preparation plants. It outlines the overall requirements and core components for developing intelligent mine construction plans.
The implementation of this standard will provide a foundational framework and guidance for planning intelligent coal mine development, enhance the scientific rigor and standardization of such initiatives, and support the iterative upgrading of intelligent systems.
