On August 29th, the National Energy Administration held a video conference on the national renewable energy power development and construction (August) dispatch. Wan Jinsong, a member of the Party Group and vice minister of the National Energy Administration, attended the meeting and delivered a speech.
The meeting summarized the overall situation of the development of renewable energy across the country from January to July 2025, listened to the implementation of the opinions and suggestions put forward at the last monthly dispatch meeting, the progress of major national renewable energy projects, the supply and demand situation and development of the wind power and photovoltaic industry chain, analyzed the situation and problems faced by the development of renewable energy, and put forward the requirements for the next step of work.
The meeting pointed out that from January to July 2025, China’s installed capacity and power generation of renewable energy will steadily increase and achieve new breakthroughs. The newly added installed capacity of renewable energy will reach 283 million kilowatts, bringing the total installed capacity to 2.171 billion kilowatts, accounting for nearly 60% of the country’s total installed capacity. The power generation reached 2.18 trillion kilowatt-hours, increasing by 15.2% year-on-year. It accounted for nearly 40% of the national total power generation and exceeded the combined electricity consumption of the tertiary industry and urban and rural residents during the same period. The power generation of wind and photovoltaic power reached 1.36 trillion kilowatt-hours, accounting for 24.9% of the national power generation. Its role in ensuring supply and promoting transformation has become increasingly prominent.
The meeting emphasized that to adapt to the new situation and new requirements, the following four aspects of work should be given priority.
First, accelerate the implementation of the “Notice on Deepening the Market-oriented Reform of On-Grid Electricity Prices for New Energy to Promote High-Quality Development of New Energy”. To achieve the “dual carbon” goals, new energy must maintain a stable development pace and a relatively fast development speed overall. All localities should promptly promote the introduction of specific implementation plans, promptly organize mechanism electricity price bidding, stabilize market expectations, and further create a favorable market environment.
The second is to accelerate the formulation of the 15th Five-Year Plan for renewable energy. Renewable energy planning should be well coordinated with energy planning, power planning, etc. National planning should guide local planning well. The development scale, carrying capacity, industrial structure, etc. in the planning should be matched with local resource conditions, economic growth demands, etc.
Third, we should accelerate the development of new models and new forms of renewable energy, make good use of a series of supportive policies that have been introduced, and study policy measures to actively promote the development of emerging industries such as offshore wind power and solar thermal power generation in deep and far-sea areas.
Fourth, we should accelerate the forging and cultivation of new types of power business entities that are more competitive, innovative and dynamic. Energy enterprises should proactively adapt to the needs of building a new energy system and market-oriented development, and enhance their own market competitiveness.
Relevant departments of the National Development and Reform Commission and the National Energy Administration, energy authorities of all provinces (autonomous regions, municipalities directly under the Central Government) and the Xinjiang Production and Construction Corps, dispatched agencies of the National Energy Administration, relevant power grid enterprises and power generation enterprises The relevant responsible persons from the China Institute of Water Resources and Hydropower Research, the Electric Power Planning and Engineering Institute, the Energy Research Institute of the National Development and Reform Commission, the Wind Energy Professional Committee of the Chinese Renewable Energy Society, the China Photovoltaic Industry Association, the China Society for Hydropower Engineering and other units attended the meeting.
