Li Lecheng, Secretary of the Party Leadership Group and Minister of the Ministry of Industry and Information Technology, attended the meeting and delivered a speech. Xiong Jijun, Vice Minister, chaired the proceedings. Representatives from relevant photovoltaic manufacturing enterprises, power generation enterprises, the China Photovoltaic Industry Association, and local industrial and information technology authorities were also present.
The meeting emphasized that all stakeholders in the photovoltaic industry should fully recognize the importance of regulating competitive order for the high-quality and sustainable development of the industry, and work together to promote its healthy and continuous growth.
First, industrial oversight should be strengthened. Investment management for photovoltaic industry projects should be enhanced, and outdated production capacity should be phased out in a market-oriented and legally compliant manner.
Second, efforts should be made to curb disorderly low-price competition. Mechanisms for price monitoring and product pricing should be improved, and strict measures should be taken against illegal or irregular practices such as selling below cost and false advertising.
Third, product quality standards must be standardized. Enforcement actions should target violations such as lowering quality control standards, misrepresenting product power ratings, and infringing upon intellectual property rights.
Fourth, industry self-regulation should be supported. The role of industry associations should be fully leveraged to promote fair competition and orderly development. Technological innovation should be encouraged, the quality and safety baseline must be strictly upheld, and a favorable environment for industry development should be effectively maintained.
