The first national advanced training course on Marine policies and cutting-edge technologies for the development of Marine new energy industry was held in Beijing

From May 9th to 13th, 2025, the first national advanced training course on Marine Policies and Frontier Technologies for the Development of Marine new Energy Industry was successfully held at Beijing Institute of Technology. This training course is jointly organized by the Marine Energy and Equipment Construction Branch of the China Pacific Society, the Water Resources and Electric Power Planning and Design Institute, the National Marine Technology Center, the Shandong Electric Power Engineering Consulting Institute of State Power Investment Corporation, the Northwest Institute of Survey, Design and Research of PowerChina, and the Artificial Intelligence Research Institute of Beijing Institute of Technology under the guidance of relevant state ministries and commissions. Guosheng Shian Technology Co., Ltd. and Zhongsheng Jinye (Beijing) Defense Science and Technology Research Institute Co., Ltd. jointly support. The participants of the training course mainly come from leading Marine new energy enterprises such as Offshore Oil Engineering Company, Datang, Huaneng, China Resources, PowerChina, Three Gorges, Guosheng Technology, and Goldwind, as well as key universities and research institutions such as Peking University, Tsinghua University, Beijing Institute of Technology, Southern University of Science and Technology, CNOOC Energy Economics Research Institute, North China Electric Power Planning and Design Institute, Shandong Electric Power Engineering Consulting Institute, and Northwest Institute of Survey, Design and Research Some scientific research and management personnel from medium-sized state-owned and private enterprises.

The training course is guided by the strategic deployments proposed at the 20th National Congress of the Communist Party of China, such as “accelerating the building of a maritime power”, “deepening the energy revolution”, and “accelerating the planning and construction of a new energy system”, as well as the spirit of the Central Economic Work Conference. It adheres to the combination of policy and regulation study with the actual development of the Marine energy industry, and the integration of technological innovation with strengthening scientific management. The invited guests included Zhang Zhihua, a Second-level Inspector and director of the Comprehensive Division of the Sea Area and Island Management Department of the Ministry of Natural Resources, Jin Canrong, vice President of the China Pacific Society, Jiang Hao, Assistant to the president and director of the International Department of the China Institute of Water Resources and Hydropower Research, Hu Xiaofeng, Executive Director of the New Energy Research Institute of the China Institute of Water Resources and Hydropower Research, Yang Yufeng, a researcher at the Energy Research Institute of Peking University, and Director of the Beijing Liaison Office of the German Energy Agency Renowned experts such as Tao Guangyuan, Xu Weidong, a senior expert from State Power Investment Corporation, Hui Xing, chief engineer of the New Energy Research Institute of Northwest Institute of Survey and Design, and Liu Songmin, vice president of the Research Institute of Guosheng Technology Group, gave lectures. The key focus is on “Interpretation and Outlook of Marine New Energy Industry Development Policies in the New Era”, “Trend of Energy Industry Moving from Land to Sea and Development Plan for Marine New Energy Industry”, “Conservation and Intensive Use of Sea for Offshore Wind Power and Photovoltaic Power”, “Frontier Technologies and Hot Issues in Marine New Energy Development”, “Strategies, Environment and Opportunities for Marine New Energy Enterprises to Go Global”, and “Implications of Germany’s Energy Transition and Sino-German Cooperation in the New Era” Detailed explanations were provided on topics such as “New Energy Cooperation Approaches” and “Innovation in Marine New Energy Engineering Technology and Project Fine Management” from various dimensions and perspectives. Through expert lectures, case analyses, discussions and exchanges, as well as visits and learning, the trainees were able to accurately grasp the national Marine use policies and energy regulations, and learn about the development plans of the Marine new energy industry. Understanding the cutting-edge technologies and development trends of offshore wind power, photovoltaic power and energy storage, and having a clear idea of the opportunities, environment and approaches for China’s new energy enterprises to further “go global” in the new era, has enhanced the trainees’ confidence in promoting industrial development and enterprise innovation, as well as their practical ability to organize and develop Marine new energy projects in accordance with laws and regulations. It provides strong intellectual and talent support for promoting the development of the Marine new energy industry, enhancing the technological innovation of Marine wind and photovoltaic power, and improving the management efficiency of engineering projects.

Adhering to problem-oriented and demand-driven approaches, and promoting mutual growth through teaching and learning, is a notable feature of this training course. During the training process, experts from relevant state ministries and commissions invited representatives of new energy enterprises participating in the training to the stage through a “roundtable meeting” to understand the development needs of Marine energy enterprises, listen to the voices of front-line new energy enterprises, and have in-depth exchanges on the difficulties, bottlenecks and pain points in the development of Marine new energy. The trainees generally expressed that participating in this training course was very “satisfying” and highly beneficial. They not only learned about the national Marine policies and cutting-edge technologies, but also strengthened professional connections, government-enterprise exchanges, and top-down communication. It promoted the cooperation among the four parties of Marine new energy industry, academia, research, and management, and facilitated the coordinated development of enterprises in the upstream, midstream, and downstream of the Marine energy industry chain. Enable Marine energy to truly become a new “hot spot” for enterprise development and a new “engine” for industry growth.

The Marine new energy industry is born and thrives along the sea, and is closely related to the Marine environment, sea conditions and meteorology, as well as satellite ocean applications. To enhance the trainees’ ability to understand and utilize the sea, on May 13th, the training course specially organized a collective visit and study tour for the trainees to the National Marine Environmental Forecasting Center and the National Satellite Ocean Application Center. Everyone generally engaged in business exchanges with the experts from the two centers, bringing practical problems encountered in their work practice. Among them, Du Xiting from Offshore Oil Engineering Company and Zhang Zhe from Goldwind Science & Technology had a deep understanding. They believe that this kind of visit and study is very “useful” and eye-opening. In the past, they only had a “distant” understanding of Marine environmental forecasting work. Today, being able to have a “zero-distance” discussion with experts from the two centers is very helpful for their business work.

In recent years, with the rapid rise of the Marine new energy industry, mainly composed of offshore wind power and offshore photovoltaic power, it has become a new “hot spot” for the take-off of energy enterprises and a new driving force for the development of the energy industry with its unique development advantages and huge economic potential. Mastering the national policies on Marine use and the cutting-edge technologies of new energy is increasingly becoming the “winning strategy” for the development of the Marine new energy industry and for new energy enterprises to become better, larger and stronger. Dr. Jin Hainian, a director of the Marine Energy and Equipment Construction Branch of the China Pacific Society, told reporters that this year marks the conclusion of the 14th Five-Year Plan and is also a crucial year for its strategic planning. Under the guidance of relevant state ministries and commissions, the Marine Energy and Equipment Construction Branch of the China Pacific Society will continue to fully play the role of a national-level society as a “bridge” and “link”. Starting from the training course, it will hold high-level and high-quality training and exhibition activities in a timely manner to promote cooperation among industry, academia, research, management and application in Marine new energy and the connection between the upstream, midstream and downstream. Accelerate the shaping of the value chain, industrial chain and supply chain of Marine energy in the new era, promote the innovative development of the Marine new energy industry, and make it truly become a new track, new engine and new 风口 for the development of new quality productivity.
