The meeting pointed out that in 2025, the National Energy Administration (NEA) thoroughly implemented the decisions and arrangements of the CPC Central Committee on comprehensively governing the country according to law, achieving breakthrough progress in energy law enforcement. The implementation of the Energy Law has ushered in a new era of law-based governance in the energy industry. The revision and formulation of specific energy laws and regulations have been steadily advanced, and the energy legal system has been continuously improved. The supervision and law enforcement work has been effective and efficient, administrative reconsideration and litigation work have been carried out solidly, and the NEA’s ability to govern according to law has been continuously enhanced. The effectiveness of energy law popularization and publicity has been further strengthened, and the legal atmosphere for energy development has been further deepened. The meeting emphasized that 2026 is the first year of the “15th Five-Year Plan”, and the NEA should be guided by Xi Jinping’s thought on the rule of law, thoroughly implement the arrangements of the Central Conference on Comprehensively Advancing the Rule of Law, comprehensively promote scientific legislation, strict law enforcement, and law popularization in the industry, and promote the legalization of all aspects of work in the energy industry. The NEA should fully leverage the guiding and safeguarding role of legislation in building a new energy system, accelerate the introduction of supporting regulations and policies for the Energy Law, actively promote the revision of important laws such as the Electricity Law and the Renewable Energy Law, and promote the realization of good laws and good governance in the energy industry. The NEA should promote strict, standardized, fair, and civilized law enforcement, enhance the ability of all units to perform their duties according to law, and continuously improve the efficiency of administration according to law. The NEA should innovatively carry out law popularization and publicity, formulate and implement the implementation plan for the “Ninth Five-Year Plan” for law popularization and education in the energy industry, enhance the legal literacy of leading cadres at all levels, and create a good atmosphere of respecting, studying, abiding by, and applying the law in the energy industry.
The meeting required that all units across the bureau should form a joint force for legal work, spare no effort to push forward the legal construction to a new level, and use higher-level legal construction to navigate the high-quality development of energy, providing a solid legal guarantee for building a powerful energy nation.
