Liaoning Province plans to issue another 12.7GW of wind and solar power targets: start within two years and complete the selection by the end of June

Recently, the Development and Reform Commission of Liaoning Province issued a letter soliciting opinions on the “Construction Plan for the Second Batch of Wind Power and Photovoltaic Power Generation Projects in Liaoning Province in 2025 (Draft for Public Comment)”. Considering the first batch, the combined scale of the two batches of wind and photovoltaic projects is 19.7GW.

The document indicates that, in light of the resource endowments and consumption capabilities of relevant cities and prefectures, the construction scale of the second batch of wind power and photovoltaic power generation projects in 2025 will be 12.7 million kilowatts, including 9.7 million kilowatts of wind power and 3 million kilowatts of photovoltaic power, all of which will be used to support the construction of wind and photovoltaic power projects without subsidies.

Among them are The 12.7 million kilowatt construction scale has been decomposed and allocated to Shenyang City (1.4 million kilowatts of wind power), Dalian City (3 million kilowatts of tidal flat photovoltaic power), Fushun City (950,000 kilowatts of wind power), Jinzhou City (1.3 million kilowatts of wind power), Fuxin City (1.2 million kilowatts of wind power), Liaoyang City (1.4 million kilowatts of wind power), Tieling City (1.2 million kilowatts of wind power), and Chaoyang City (70 million kilowatts) (10,000 kilowatts of wind power), Panjin City (1 million kilowatts of wind power) and Huludao City (550,000 kilowatts of wind power).

Wind power and photovoltaic power generation projects should commence construction between 2025 and 2026. After meeting the relevant conditions, they should be connected to the grid no later than 2028.

It should be noted that for wind power and photovoltaic power generation projects, the selected project owners and project construction scales should be reported to the Provincial Development and Reform Commission no later than June 30, 2025. Failure to submit within the specified time will be regarded as voluntary abandonment of the project construction scale.

Recently, the Development and Reform Commission of Liaoning Province officially issued the “Notice on the Construction Plan for the First Batch of Wind Power and Photovoltaic Power Generation Projects in Liaoning Province in 2025″.

The notice points out that, in light of the resource endowments and consumption capabilities of relevant cities and prefectures, the first batch of wind power and photovoltaic power generation projects in 2025 will have a construction scale of 7 million kilowatts, including 2 million kilowatts of wind power and 5 million kilowatts of photovoltaic power, all of which will be used to support the construction of wind and photovoltaic power projects without subsidies.

Both batches of projects have requirements in terms of scale. The new wind power projects should have a single capacity of at least 150,000 kilowatts, and the photovoltaic power generation projects should have a single capacity of at least 100,000 kilowatts. Moreover, the sites should not have issues related to land, environmental protection, forestry and grassland, military, or cultural relics.

According to the future layout of new energy storage within the province, the project needs to fulfill its peak shaving responsibility through methods such as sharing energy storage power stations. New wind power and photovoltaic power generation projects should conduct electricity market-based transactions in accordance with relevant national regulations.
